The Paris Commune. Thursday, April 27, 1871. Today in Paris, the Decree that prohibits the system of fines and wage deductions in workshops is made public. These deductions are one of the main weapons in the hands of property owners to weaken workers' resistance and their union demands. In the 19th century, workshop regulations existed. The text was displayed in workplaces and often countersigned by the mayor. Yet it was solely at the owner's initiative and did not have to be checked by the administration. It was the property owner who specified the conditions for executing the employment contract, the probation period, the notice period, the duration of the contract and its grounds for termination, and internal discipline.
