The Paris Commune. Saturday, April 8, 1871. Today the Commune decrees that “Every citizen wounded by the enemy in defense of the rights of Paris shall receive, if his wound results in partial or total incapacity, an annual and lifelong pension, the amount of which will be set by a special commission composed of citizens Lefrançais, Malon, Grousset, and Ostyn, within the limits of three hundred to twelve hundred francs." Other measures taken during the day include the decision to establish a Barricade Commission and the decision to grant every member of the Commune, arrested by warrant, the right to be heard at the first meeting following his arrest.
