The Paris Commune. Tuesday, March 28, 1871. Today the Central Committee handed over power to the elected officials, provided in the number of ninety-two. Each arrondissement (district) is represented by one resident for every 20,000 inhabitants and a fraction of more than 10,000. There were three factions that faced each other. The abstentionists, who represent the government-supporting Parisians and those opposed to the Commune; the conciliators, who are moderates represented by the outgoing district mayors; and the Commune party, which brings together the Central Committee of the National Guard, the central committee of the republicans of the 20 districts, and the internationalists. The Commune party won practically everywhere, obtaining the overwhelming majority of those elected.
